Angela Randel is a nurse with the Washington State HealthCare Authority (HCA) and serves as the HCA delegated agency representative onthe Washington State Developmental Disabilities Council (DDC). A registerednurse since 2017, Angela began her career in acute pediatric hospital carebefore transitioning to pediatric primary care, where she served as a clinicalnurse supporting children, youth, and families.

Angela joined HCA in September 2024 in the Medicaid ProgramsDivision on the Quality Oversight and Program Alignment team, providing systemscoordination for children, youth, and adults with intellectual anddevelopmental disabilities. She also serves in an interim position on theGovernor’s multi-agency Rapid Care Team related to HB 1580 and HB 1272, focusedon children in crisis and reducing the time a child in crisis spends in ahospital without a medical need.  

Throughout her career, Angela has worked closely with youthwith disabilities and their families, gaining firsthand insight into thechallenges they face when navigating health care and state support systems suchas Developmental Disabilities Administration and the Department of Children,Youth and Families. Her professional experience and personal connections toindividuals with disabilities fuels her commitment to improving access toservices and resources. Angela has served on the Washington State DevelopmentalDisabilities Council’s Membership and Governance Committee.

Angela is passionate about her work serving individuals withintellectual or developmental disabilities (IDD) and looks forward tocontinuing to build strong relationships and collaboration with the DDC Counciland individuals with lived experience across Washington state.
