
The Washington State Community Advocacy Coalition has released three new federal issue papers for 2026 focused on topics that matter to individuals with intellectual and developmental disabilities and their families: civil rights, home and community-based services, and education.
Together, these papers highlight the importance of strong federal protections and investments that support people in living full, included lives in their communities. They cover foundational disability rights laws, the role of Home and Community-Based Services (HCBS) in helping people live at home with the supports they need, and the importance of inclusive, accessible education from early childhood through adulthood.
Each paper outlines why these areas matter and what is needed at the federal level to strengthen services, protect rights, and improve outcomes. From early supports for young children to community living and strong civil rights protections, these issues are deeply connected to everyday life for many families across Washington.
