2007: Training Standards for In-Home Care Providers

In 2007, Washington State enacted legislation that significantly strengthened and standardized training requirements for in-home care providers, including personal care aides and other long-term care workers. The law increased annual continuing education requirements to 12 hours and created a centralized training partnership to improve consistency and quality statewide. By establishing the SEIU 775 Benefits Group to manage training for consumer-directed workers, the state replaced a fragmented system with a more coordinated approach.

The legislation focused on raising professional standards and ensuring caregivers had the skills needed to support individuals in home and community settings. Over time, Washington’s long-term care training requirements evolved into a comprehensive model that includes orientation and safety training, core caregiving skills, population-specific instruction, and a certification exam. The 2007 reforms marked an important step in strengthening the workforce that supports people with disabilities and older adults in community-based settings.
