2012 Employment First Policy

In 2012, Washington State passed SSB 6384, establishing “Employment First” as a guiding policy for services for people with developmental disabilities. The law set a clear expectation that employment should be the primary outcome, not a secondary option.

This policy emphasized opportunities for people to work in typical community settings alongside others, moving away from segregated environments. It also directed state agencies to align services and supports to help individuals pursue and succeed in competitive, integrated employment. DSHS’s current employment and day programs materials still describe employment services as supports for paid jobs in integrated settings, showing the policy’s continuing footprint.

This marked a broader shift in thinking, from programs built around care and placement to systems focused on opportunity, contribution, and full participation in community life
