In 2014, Washington State passed SB 6387 to modernize how home and community-based services are delivered for people with developmental disabilities. The law directed the creation of a new Medicaid waiver to replace the Individual and Family Services (IFS) program while maintaining continuity of support.
The new approach focused on expanding options and flexibility for individuals and families, while aligning services with the Community First Choice option. This shift supported more efficient use of resources and reinforced a broader move away from institutional care toward services delivered in homes and communities.
At its core, the change was about building a more sustainable and person-centered system, one that allows people to remain connected to their communities while receiving the supports they need.
