2018: Language Access Workgroup for Schools

In 2018, Washington State passed ESHB 1130, creating a statewide Language Access Workgroup to improve how public schools communicate with students and families who have limited English proficiency. The workgroup brought together state agencies, educators, and community partners to examine existing language access practices and develop recommendations for more consistent and effective support. Its charge included identifying best practices, exploring standards for interpreters and translators, and creating tools and guidance that school districts could use to strengthen their language access programs.

The workgroup responded to ongoing challenges faced by families who were unable to fully participate in their child’s education due to language barriers. By focusing on training, coordination, and practical tools, the effort aimed to move beyond compliance toward more meaningful engagement with families. At the same time, implementation depended on local capacity, resources, and follow-through at the district level. The work highlights a broader issue across systems: access is not just about providing services, but about ensuring people can understand, participate, and make informed decisions.
