2023: Expanding Housing Access Through the Housing Trust Fund

In 2023, Washington State included a dedicated investment in housing for people with intellectual and developmental disabilities within its capital budget, directing funds through the state’s Housing Trust Fund. The funding was paired with a key structural change: the Department of Commerce was required to create a separate application process and evaluation criteria for projects serving individuals with developmental disabilities. This shift responded to long-standing concerns that traditional affordable housing processes often did not account for the unique design, service coordination, and cost considerations of these projects.

The investment marked a significant step toward expanding community-based housing options, an area of persistent need across the state. It signaled recognition that housing is central to independence and stability, not just a supporting service. At the same time, demand for safe, affordable, and appropriate housing continued to exceed available resources, and many individuals and families still faced long waits or limited options. The change also highlighted an ongoing challenge: aligning housing systems with disability services in a way that is both flexible and sustainable, especially as the need for community-based living continues to grow.
